摘要:: 智能传播时代，算法已逐渐演进为一种新的权力形态并介入国家形象对外传播之中。在该过程中，受众的权力让渡、社交平台的空间性、用户数据的基础性及国际博弈的内驱力是算法权力生成的基本条件。由此产生了凝聚主流意识形态、引领积极情感导向、把控国际舆论场域、精准掌握受众偏好等正向作用，也产生了政治偏见歧视、伪造与操纵不利舆论、危害国家数据安全、垄断国际传播秩序等负面作用。基于此，可从国家、平台及受众三个层面予以规制，以期更好地向外界传播真实、客观的中国国家形象。

Abstract:: In the era of intelligent communication, algorithms have gradually evolved into a new form of power and intervened in the external communication of national image. In this process, the transfer of power from the audience, the spatiality of social platforms, the fundamentality of user data and the internal driving force of international games are the basic conditions for the generation of algorithmic power. It generates positive effects such as cohesion of mainstream ideology, leading positive emotional orientation, controlling international public opinion field, and accurately grasping audience preferences, as well as negative effects such as political bias and discrimination, falsification and manipulation of unfavourable public opinion, endangering national data security, and monopolizing the international communication order. Based on this, it can be regulated at the levels of the state, the platform and the audience, in order to better disseminate a true and objective image of our country to the outside world.
