摘要:: 数智赋能网格化治理作为基层治理数字化转型的重要创新路径，其运行逻辑与实践困境仍缺乏系统化的理论阐释。既有研究多停留于工具理性层面，尚未充分探讨技术应用背后的价值理性及其对制度环境的重构作用。本研究尝试建构技术赋能、价值重构和制度调适的整合分析框架，系统分析数智化进程中网格化治理所面临的多重张力。研究发现，在技术层面，存在着数字形式主义与技术泛化的治理异化现象；在价值层面，行政管控逻辑与社会自治诉求的结构性冲突导致公共性弱化；在制度层面，制度供给滞后引发了网格功能异化等问题。为此，研究主张构建三维动态互构机制，实现从数智工具应用向治理体制创新延伸、从风险防控向服务保障深化的治理路径转型。

Abstract:: As an important innovative path for the digital transformation of grassroots governance,grid-based governance empowered by digital intelligence still lacks a systematic theoretical explanation of its operating logic and practical dilemma.Existing studies mostly stay at the level of instrumental rationality,and have not yet deeply revealed the value rationality behind the application of technology and its role in reconstructing the institutional environment.This paper attempts to construct an integrated analytical framework of technology empowerment,value reconstruction and institutional adaptation,and systematically reveals the multiple tensions faced by grassroots governance in the process of digital intelligence.The study found that at the technical level,there is a governance alienation between digital formalism and technological generalization;at the value level,the structural conflict between administrative control logic and social autonomy demands leads to the weakening of publicness;at the institutional level,the lag in institutional supply has caused problems such as grid function alienation.To this end,the study advocates the construction of a three-dimensional dynamic mutual construction mechanism to achieve a transformation of the governance path from the application of digital intelligence tools to the innovation of the governance system,and from risk prevention and control to the deepening of service guarantee.
