摘要:: 在舆情治理现代化进程中，构建多维协同机制是应对网络舆论引导挑战、维护意识形态安全的关键路径。针对传播碎片化、舆情复杂化等问题，提出整合政府、媒体、社会组织和公众多元主体的协同治理框架，强调通过多主体联动、多渠道融合与多层次协调，形成科学化、系统化的舆论引导体系。创新点在于：提出“精准化—场景化—动态化”三维引导策略，结合大数据与人工智能技术实现差异化干预；构建“监测—预警—响应—评估”闭环机制，强化舆情应对的主动性与前瞻性；设计公众赋权机制，推动从单向引导向多元共治转型。研究成果为优化网络舆论生态、提升国家治理现代化能力提供理论与实践支撑。

Abstract:: In the process of modernizing public sentiment governance,establishing a multi-dimensional collaborative mechanism is crucial for addressing the challenges of guiding online public opinion and safeguarding ideological security.To tackle issues such as fragmented communication and increasingly complex public sentiment,this paper proposes a collaborative governance framework integrating multiple stakeholders—government,media,social organizations,and the public.It emphasizes forming a scientific and systematic public opinion guidance system through multi-stakeholder linkage,multi-channel integration,and multi-level coordination.The innovations lie in:1.Proposing a three-dimensional guidance strategy of “Precision-Scenario-Dynamics”,utilizing big data and AI for differentiated intervention;2.Constructing a closed-loop “Monitoring-Early Warning-Response-Evaluation” mechanism to strengthen the proactivity and foresight of public sentiment response;3.Designing public empowerment mechanisms to facilitate a shift from one-way guidance to multi-stakeholder governance.The research provides both theoretical and practical support for optimizing the online public opinion ecosystem and enhancing the modernization of national governance capabilities.
