本研究基于2003—2022年中国275个城市的面板数据,以“宽带中国”示范城市创建为准自然实验,运用多期双重差分模型,实证检验数字基础设施建设对绿色技术创新的政策效应、作用机制以及空间溢出效应。研究发现,数字基础设施建设能够促进城市绿色技术创新。进一步机制检验表明,数字基础设施建设通过创新人才集聚、数字金融支撑和强化环保监管3种机制来提升城市绿色技术创新水平。异质性分析结果表明,对于第一批次试点的城市以及位于东部地区、行政等级更高、规模更大的城市而言,数字基础设施建设促进城市绿色技术创新的作用更为显著。空间溢出效应分析结果表明,数字基础设施建设不仅直接推动本地的绿色技术创新,还可通过空间溢出效应辐射到邻近城市。据此,今后应深化数字基础设施建设,优化相关渠道机制,强化政策的普惠性和均衡性,推动跨域数字基建共建共享,充分释放数字基建的作用效应。
Abstract:
Based on panel data from 275 Chinese cities (2003-2022) and utilizing the “Broadband China” Demonstration Cities Initiative as a quasi-natural experiment,this study employs a difference-in-differences (DID) model to empirically examine the policy effects,mechanisms,and spatial effects of digital infrastructure development on green technology innovation.The findings reveal that digital infrastructure construction significantly promotes urban green technology innovation.Mechanism tests further indicate that this promotion operates through three channels:(1) agglomeration of innovation talent,(2) digital financial support,and (3) strengthened environmental regulation.Heterogeneity analysis demonstrates more pronounced effects in first-batch pilot cities,eastern regions,higher-administrative-level cities,and larger urban centers.Spatial effect analysis confirms that digital infrastructure not only directly boosts local green innovation but also generates positive spatial spillover effects to neighboring cities.Future policies should deepen digital infrastructure development,optimize supporting mechanisms,prioritize inclusiveness and regional balance,promote cross-regional co-construction and sharing,and fully unleash its catalytic effects.
