摘要:
欧盟碳排放交易体系(EU-ETS)是全球建立最早、最成熟且最具影响力的碳市场,纳入欧盟温室气体排放量的40%。2024年1月1日起,欧盟碳排放交易体系已经正式拓展至航运。通过对航运业低碳发展现状进行阐述,分别介绍国际航运业与我国航运业碳减排采取的相应措施,并对欧盟碳排放交易体系进行探讨。在阐述欧盟实施航运碳减排对我国港航企业影响的基础之上,提出我国港航企业应对欧盟实施航运碳减排的对策,包括:优化船舶结构设计,提高船舶营运能效;处置高能耗船舶,推进技术改造升级;推动清洁燃料的使用,加快航运绿色转型;优化港航建设方案,推动航运绿色发展。
Abstract:
The European Union Emissions Trading System (EU-ETS) is the earliest,most mature and influential carbon market in the world,including 40% of the EU’s greenhouse gas emissions.From January 1,2024,the EU-ETS has been formally expanded to shipping.The article elaborates on the status quo of low-carbon development of shipping industry,introduces the corresponding measures taken by the international shipping industry and China’s shipping industry to reduce carbon emissions,and discusses the EU-ETS.After elaborating the impact of the implementation of shipping carbon emission reduction by the EU on China’s port and shipping enterprises,the article puts forward some countermeasures for China’s port and shipping enterprises to deal with this situation,including optimizing the structural design of ships and improving their operational energy efficiency;disposing of high-energy-consumption ships and promoting technological transformation and upgrading;promoting the use of clean fuels and accelerating the green transformation of shipping;and optimizing the construction plan for ports and navigations and promoting the green development of shipping,with a view to provide support for the study of carbon emission reduction by China’s port and shipping enterprises in shipping.
