摘要:: 在产教融合视域下，高校科技特派员制度蕴含着乡村振兴、共同富裕、新式利益共同体培育与生成、三全育人等制度价值。高校科技特派员在推动产教融合方面有着良好的制度保障，也取得了良好的成效。在全面推进中国式现代化的背景下，高校科技特派员制度在人员选任的标准与规范、经费保障和收益激励、产教融合推进的长效保障等方面，仍存在实践困境。从高校科技特派员的选聘与管理机制、利益共同体的支持与保障机制、经费保障与支持机制、质量监控评价与组织保障等方面进行机制创新与优化，才能有效地推进产教融合，助力推进中国式现代化。

Abstract:: From the perspective of integrating industry and education,the university science and technology commissioner system embodies institutional values such as rural revitalization,common prosperity,the cultivation and generation of new-style communities,and comprehensive education.University science and technology commissioners have a robust institutional framework for promoting the integration of industry and education,which has consequently yielded positive outcomes.However,in the context of comprehensively advancing Chinese modernization,university science and technology commissioners face practical challenges in areas such as the standards and norms for selection and appointment,financial security and incentive compensation,and long-term guarantees for promoting the integration of industry and education.The difficulties encountered by university science and technology commissioners in advancing the integration of industry and education mainly stem from policy “stumbles”,behavioral rigidity,and risk aversion.To effectively promote the integration of industry and education and assist in the advancement of Chinese modernization,it is necessary to innovate and optimize mechanisms in the selection and management of university science and technology commissioners,the support and guarantee mechanisms for interest communities,the financial security and support mechanisms,and the quality monitoring,evaluation,and organizational guarantee mechanisms.
