摘要:
自19世纪第一任教育督导员的设置至今,加拿大逐渐发展成为典型的辖区层面教育集权国家,没有中央级的教育行政机构,由辖区教育部负责外部学校管理、地方学区负责内部学校管理。因此,不同辖区具体表现出不同的基础教育质量保障体系。本研究以安大略省为案例,从基础教育质量保障的历史嬗变、基础教育质量保障的主体与对象、基础教育质量保障的实施路径、基础教育质量保障的标准与方式四大方面进行深入剖析,从而展现出安大略省基础教育质量保障的全貌。安大略省基础教育质量保障以“问责”“服务”“评估”和“指导”为主,表现出督导人员的资质与选拔严格、督导理念以服务与发展为核心、注重通过督导畅通教育行政部门与学校沟通的渠道、督导内容注重提升中小学生的读写算基本技能的特征。
Abstract:
Since the establishment of the first education supervisor in the 19th century,Canada has gradually developed into a typical country with education centralization at the jurisdiction level.There is no central education administrative institution,but the ministry of education under the jurisdiction is responsible for external school management and the local school districts are responsible for internal school management.Therefore,different districts show different basic education quality assurance systems.As a case,Ontario,described from the following four aspects in this study,the historical evolvement of the quality assurance system of basic education,the subject and object of the quality assurance system of basic education,the implemental path of the quality assurance system of basic education,the standards and the categories of the quality assurance system of basic education,which show the outline of the basic education quality assurance system.The basic education quality assurance of Ontario based on “accountability”,“service”,“assessment” and “guidance”,which show the strict selection of the supervisors,the core concept of supervision is service and development,the function of supervision is to promote the cooperation between administrative department of education and school,the supervision content is to improve the basic skills of primary and middle school students.
