摘要:
我国藏区农村残疾人体育是藏区体育事业发展的重要组成部分,是藏区乡村振兴工作的重点之一。通过文献资料、半结构访谈等方法对我国藏区农村残疾人体育发展面临的现实困囿进行了研究。研究结果表明：藏区农村残疾人体育发展面临内外多重因素的困囿。一是缺乏享受公共体育服务主体意识；二是主动参与体育活动意识不足；三是政策保障制度不完善；四是体育设施、体育组织和专业人员薄弱。据此，基于乡村振兴战略在藏区农村的实施背景,提出了加强藏区农村残疾人的人文关怀，促进残疾人健“体”强“魂”；法律法规刚柔并济，建立健全农村残疾人保障体系；发挥乡村建设主体作用，精准配置残疾人体育设施；拓宽专业人才培养渠道，提升专业化服务水平等改进措施和展望路径。
Abstract:
China’s rural disabled sports in Tibetan areas is an important part of the development of sports in Tibetan areas and one of the key points of Rural Revitalization in Tibetan areas.Through the methods of literature,field investigation and semi-structured interview,this paper studies the practical difficulties faced by the development of rural disabled sports in Tibetan areas in China.The results show that the sports development of rural disabled people in Tibetan areas is faced with multiple internal and external factors.First,lack of subject consciousness of enjoying public sports services;Second,the lack of awareness of actively participating in sports activities;Third,the policy guarantee system is not perfect;Fourth,sports facilities,sports organizations and professionals are weak.Accordingly,based on the implementation background of the Rural Revitalization Strategy in Tibetan rural areas,this paper puts forward to strengthen the humanistic care of the rural disabled in Tibetan areas and promote the healthy “body” and strong “soul” of the disabled;Laws and regulations should combine hardness with softness,and establish and improve the security system for rural disabled persons;Give full play to the main role of rural construction and accurately allocate sports facilities for the disabled;Suggestions on improving measures and prospects such as broadening professional talent training channels and improving professional service level.
