农村基本公共体育服务体系建设研究——基于苏北五市内容体系的考察-《体育科学研究》

摘要:: 采用文献资料与实证调研等研究方法，界定农村基本公共体育服务体系概念，提出江苏农村基本公共体育服务内容体系由“场地设施、组织管理、指导队伍、活动开展、经费投入、信息宣传、规章制度”7部分构成。在考察苏北五市农村基本公共体育服务内容体系建设情况后，分析其中存在的问题，最后给出苏北农村基本公共体育服务内容体系建设的如下系列建议：统一标准，适时发布数据；推行基层草根体育组织备案制；公共财政为主，专项资金为辅；信息服务公开透明。

Abstract:: The method of combining documents with empirical investigations is used in this article to define the concept of the rural basic public sports service system. This article puts forward that the rural basic public sports service system in Jiangsu is made up of seven parts such as “site facilities,organizational administration,guiding teams,activity implementation,fund investment, information propaganda,rules and regulations”.After investigating the construction achievements of the rural basic public sport service system in five cities in North Jiangsu and analyzing the existing problems,this article proposes a series of corresponding measures such as “unifying the standards,publishing data punctually,promoting the register system of root-level sports organizations,public finance being primary and special funds being secondary,information service being open and transparent”.
