摘要:

文章通过专家咨询法、文献资料法、个案法、逻辑分析法，对全运会运动员资格管理办法等条款进行了分析。研究认为，全运会运动员代表资格管理办法有以下几个发展特点：运动员注册制度推进了资格认定制度化的发展；限制优秀运动员交流、确保“奥运战略”实施；深挖高校竞技体育资源；运动员代表资格是运动员流动的风向标。为了营造一个良性的国内竞技体育可持续发展环境，确保全运会有一个良好的竞赛环境，建议完善运动员资格认定的制度；完善竞技体育人才交流市场；允许高校组队参加全运会，并实行两次计分制。

Abstract:

The National Games athletes’qualification management measures and other terms were analyzed by expert consultation，literature，case study，logical analysis and other methods.The results showed that the athletes’qualifications for “National Games” management development characteristics are as following:the registration system for athletes to promote the qualification system；limit athletes exchange，ensure that the “Olympic strategy” implementation；dig the sports resources in colleges and universities；athletes’qualification is the athlete flow indicator.In order to create a healthy home environment and ensuring the sustainable development of competitive sports games have a good competitive environment，suggestions:improve the athlete qualification system；improve the competitive sports talent exchange market；allow the university to participate in the games，and the team two times scoring system.
