摘要:
基于多重制度逻辑的理论视角，马拉松赛事风险生成于国家的战略逻辑、地方政府的科层制逻辑、运营企业的市场逻辑和参赛运动员个人的自利逻辑这四重制度逻辑的互动过程中。具体表现为：赛事安全发展的理念与战略设计有待进一步增强，一些地方政府因政绩偏好与政治晋升会产生政策执行偏差，一些运营企业因追求收益和契约精神而被动防范赛事风险，一些参赛运动员追求超越自我、愉悦和炫耀性消费而遗弃自身安全。鉴于此，化解马拉松赛事风险，确保赛事安全、有序、欢乐、和谐，要坚持统筹发展与安全理念和高质量发展战略，促进多元主体的价值融合；施行基于属地管理的精细化风险治理，破解科层部门的政策执行困境；平衡政-社-企三者关系，建立“大安全，大应急”的风险共治格局；回归赛事本原，让参赛者享受身体与精神共同欢愉的赛事真谛。
Abstract:
From the theoretical perspective of multiple institutional logics,the risk of marathon events arises from the interactive process of four institutional logics.They are the legitimacy logic of the country,the bureaucratic logic of local governments,the market logic of operating enterprises,and the self-interest logic of individual athletes.Specifically,the central government’s concept and strategic design for the safe development of marathon events need to be further strengthened.Local governments have deviated from the implementation of marathon race policies due to their pursuit of political achievements and promotions.Marathon operation companies passively guard against marathon risks due to their pursuit of maximizing profits and contractual spirit.Participating athletes neglect their own safety due to their pursuit of self-transcendence,pleasure,and conspicuous consumption.Therefore,to mitigate the risks of marathon events and ensure their safety,order,joy,and harmony.The central government needs to adhere to the concept of coordinated development and security,as well as the strategy of high-quality development,to promote the unity of values among multiple entities.Local governments should implement refined risk management based on territorial management to solve the policy implementation difficulties of bureaucratic departments.We also need to balance the relationship between the government,enterprises,and society,and establish a pattern of risk co-governance.We return to the essence of the competition,allowing participants to enjoy the joy of both physical and mental well-being.
