摘要:: “时间银行”互助养老服务是当前农村地区应对老年人“权能衰退”问题的一种新型养老方式。由于农村老年人的权能衰退、老年歧视主义以及家庭资源弱势累积等原因，致使“时间银行”互助养老服务遭遇志愿者服务资源的匮乏、老年健康风险的叠加、家庭养老心态的束缚、互助养老服务的成效难以凸显等困境。基于赋权机制，从资源、能动性和成果3个维度，对提升“时间银行”互助养老服务的催生动力、激活“时间银行”互助养老服务的内生动力、培育“时间银行”互助养老服务的推行动力等方面切入，围绕互助养老顶层设计、发挥模范榜样效应、整合妇女志愿者力量、形成“82”兑换模式、开创继承转让机制等举措，促进互助养老服务的可持续发展，这对于实现农村老年人安享晚年，推进基本养老服务均等化、普惠化具有重要的理论价值和现实意义。

Abstract:: “Time bank”mutual-aid service for the aged is a new way to deal with the problem of “capacity decline” in the rural areas in China. Due to the declining capacity of the elderly,ageism and the weak accumulation of family resources,“time bank” mutualaid service has encountered many difficulties,such as the shortage of volunteer service resources,the increasing health risks of the senior,the constraints from thementality of family elder care,and the inadequate effectiveness of mutual-aidservice.Based on the empowerment mechanism,from the perspectives of resources,initiative and results to promote the impetus for the development of “time bank” mutual-aid service，to activate its endogenous impetus，and to foster its implementation impetus，this paper suggests measures to ensure its sustainable development，such as making toplevel design，advocating the role model effect，integrating the strength of women volunteers，developing the “82” exchange model，and creating an inheritance and transfer mechanism. The paper has important theoretical value and practical significance for guaranteeing a comfortable life for the elderly in rural areas and for promoting equaland inclusive basic elderly care services.
