摘要:
政府向社会力量购买公共体育服务，已成为政府转变职能、创新公共体育服务供给方式、满足民众日益增长的公共体育需求的重要举措。结合史密斯模型，从理想化政策、执行机构、目标群体和环境因素四个层面对当前我国政府购买公共体育服务政策执行现状进行分析，主张完善政策制定体系、提升执行机构政策执行能力、增强民众参与意识和参与能力、提高承接主体承接能力和服务意识、科学配置财政投入结构和区域资源。
Abstract:
Government purchases public sports services from social forces which has become an important measure for the government to change its functions，to innovate the supply way of public sports services，and to meet the growing demand of public sports.Combined with the Model of Smith，from five aspects to analyze the current policy implementation conditions of our government purchasing public sports service，argues that to perfect the policy making system，improve the implementation abilities of executing agency，enhance the participation of awareness and capacities of people，improve undertaking abilities and service awareness of social forces，allocate the financial input structure and regional resources scientifically.
