摘要:
采用文献资料法与逻辑分析法，对现阶段我国政府购买公共体育服务的困境进行研究。政府购买公共体育服务的逻辑起点在于公民参与体育权利，体现了对人的发展权的尊重和以人为本的发展理念。现阶段政府购买公共体育服务的主要困境在于公共体育服务的供给不平衡、体育社会组织发育不完善、法律制度不完善及缺少监督评价和问责机制等。可以通过以下策略优化政府购买公共体育服务：扩大和完善政府在公共体育领域的转移支付制度、加快培育合格的承接主体、加强政府购买公共体育服务领域相关立法及健全购买公共体育服务监督和问责机制等。
Abstract:
This paper uses the methods of literature study and logical analysis to research the predicament of government procurement of public sports services at the present stage in China. The logical starting point of government procurement of public sports service sports is citizen participation rights，and it reflects the respect for people’s development right and people centered development philosophy. The main predicaments the government procurement of public sports service at this stage are that the supply of public sports service imbalance，imperfect development of sports social organizations，the legal system is imperfect and missing several key aspects monitoring and evaluation and accountability mechanisms. Through the following strategies to optimize government procurement of public sports services: to expand and improve the government’s transfer payment system in the public sports fields, accelerating the development of the qualified undertake body, to strengthen the legislation in government procurement of public sports services and built and promote the oversight and accountability mechanisms of government procurement of public sports services et cetera.
