摘要:
基于新公共服务理论，运用文献资料、调查和逻辑分析等研究方法对粤东地区城市公共体育服务存在的主要问题进行分析，旨在提高其公共体育服务水平。研究得出：公民与公民的体育权利被忽视是导致粤东地区城市公共体育服务水平低的根源；公共参与和行政人员服务责任的缺失导致了公共体育服务决策与计划不够科学、职责履行力不够；公共利益与私利的混淆使公共体育服务追求的目标方向偏离；公共体育服务中关于“服务”与“掌舵”的认识不够以及二者的失衡使公共体育服务供给处于两难的困境。
Abstract:
Based on the theory of new public service，by means of literature，investigation and logical analysis，this paper is to analyze its major problem in order to improve its public sport service.Conclusion：The reason for the low of its public sport service is that citizen and his sports right was ignored；The reason for the unreasonable policy decision and less executive power is that deficiency in public participation and responsibility；The reason for the wrong target is that public interests and private interests were confused；“at the helm” and “service” were misunderstood and unbalanced leading to dilemma.
